You're correct. It's even worse. This recall is for incorrectly assembled replacement steering racks that stick out into the tires 🤦. So if you have a Civic, got your sticky steering "fixed", it's possible the rack was assembled wrong and it'll stick into your tire when you turn.
In my experience, it's inconsistent, sometimes mild, sometimes severe, but more likely to happen in cold weather.
