I have an ORP with the digital rearview mirror (and I purchased the Dongar Pro cable/dongle kit for Lexus/Toyota), and the process for installing the Dongar adapter on the ORP is a bit different than some of the videos I've seen for other trim levels.
For the ORP (this may only be true if you have the tow tech package with the digital rear mirror), the power connection you tap from is inside the plastic shroud that sits on the upper windshield where the stem of the rear view mirror comes out of. You don't have to pull out the ceiling panel for the ORP (which you apparently have to do for some other trim levels).
The first half of this video from Chloe Kuo shows (on a Tacoma) which cable to use and how to remove the rear view mirror shroud:
(Note: the shroud is pretty fidgety to get off, and even more so to get back on with more cables inside it)
Once you've removed the shroud, the innards for the 4runner ORP are a bit different than the Tacoma ORP.
So when you get to that part of her video, refer to my 4runner photos below. Her video shows 2 cable connectors on the left side of the mirror stem in the Tacoma; with the 4Runner ORP-TT, there are 3 (one with a blue band, one white, and one pink).

Zooming in on the 3 connectors, you only need the pink one for the dashcam:

It's fairly easy to disconnect the pink cable:

And once you've done that, you just insert the 10 pin Dongar cable in series with the original, like this:

I ran the 3 pin black cable/connector (red, yellow, black wires) in the upper left, behind the white and the blue banded cables just to get it as flush with the windshield as possible. You only need a few inches of that cable to stick out of the top of the shroud once you re-install it.
Once the shroud is back on, the Dongar dongle plugs into the 3-pin cable on one end, and you plug the USB-C power cable to your dashcam in the other end. The dongle has adhesive foam tape on the back so you can either stick it directly to the top of your windshield maybe an inch to the left of the shroud, or you can buy an electrostatic sheet to stick that to the windshield first, then stick the dongle to that.
That's all there is to getting the power for your dashcam, but installation of the dashcam from there will vary by dashcam model/size.
