So ive had my ITS for about 2 weeks and I just noticed this chunk of rubber gone from the driver side tire! Its been raining and the roads sucks in my area. Is it normal for these ps4??

This is probably a rock that poked in the tire.

I have a few of these in my tires as well.

If it's less than or equally deep to the center channel beside it, I would forget about it.

Deeper than that, I'd monitor it but still wouldn't worry too much about it.

There's a high likelihood you shouldn't need to replace it until you replace the set and worst case scenario it looks perfect for a plug if needed.

If it's not losing air, or has no steel belt material showing (looks like little metal hairs) just drive and not worry about it.
My tires, sitting in their winter storage spot have numerous spots like that. They have about 12k or so total on them.
I can't wait till late next month (hopefully) to be able to get them back on and I can fully clean and detail the car for spring/summer.
