Parking brake does not disengage randomly.

Is there some type of condition that cause the parking brake to not disengage when driving forward or backwards?
For clarification, I can press the brake and the button and it will disengage no problem.
But, when I try to do the auto disengage sometimes by driving backwards or forwards the brake just holds and the car won't move.
This has happened so far 3x in 600 miles that I've put on the car.
What am I missing? I've tried searching and couldn't find anything.

Do you have your seatbelt buckled up? Think the seatbelt has to be buckled to auto disengage the parking brake when moving.

Today I did not so I could move my car a few feet in the garage, but last time I did when I was trying to leave from a parking lot. Wasn't sure if somehow being on an incline would somehow affect it as I had the car on ramps earlier.
