Well, it is an it isn't. The issue which has arisen in the past is that some non-local bought a vehicle at MSRP with no intent to keep it and the flipped it for even more money. Granted, even a local could do that, but it's likely an attempt to mitigate that potential while ensuring desirable vehicles are available locally at MSRP where they're more likely to gain a longer term customer.Only to locals is a crock of shit..jmho....
@Godofelru In the case of Bobby Rahal, they had a list ~20 deep for the ITS the last I checked, so plenty of local interest.
