Just for reference, tint vlt is measured from outside in, not both ways. A device sends light from one pole at a known brightness and the other pole measures how much light made it through. This drop is measured against a known/predefined curve with known samples and that's what the device bases its % on.
Picture something like mirrored sunglasses. You can't see anything from outside because of reflection, but from inside no light is reflected back to your eye so you can see well. The idea behind metallic and ceramic tints is the same. They reflect more out so it appears darker outside than from inside, with having the same or better reflection properties for uv and ir radiation.
